On April 29, 2022, the US Department of Treasury’s Office of Foreign Assets Control – OFAC announced the publication of a Final Rule that reissued and renamed the Ukraine/Russia-Related Sanctions Regulations and updates to related public guidance. This Final Rule now incorporates Directives 1, 2, 3, and 4 of Executive Order No. 13662 which was first issued on March 2014, to expand the scope of the national emergency declared in E.O. 13660 and expanded by E.O. 13661, finding that the actions and policies of the Government of the Russian Federation, including its purported annexation of Crimea and its use of force in Ukraine, continue to undermine democratic processes and institutions in Ukraine; threaten its peace, security, stability, sovereignty, and territorial integrity; and contribute to the misappropriation of its assets, and thereby constitute an unusual and extraordinary threat to the national security and foreign policy of the United States. On the same line, in response to Russia’s military aggression against Ukraine, the EU has massively expanded the imposed sanctions which are covered by EU Regulation No. 833/2014 and 269/2014.

Based on that, it is the policy of Eastman Chemical Company and its subsidiaries (collectively “Eastman”) to ensure that Eastman’s customers, end-Users and/or Third-Party Intermediaries (TPI) of our products understand and abide by all applicable export control and sanctions laws, including but not limited to (i) the Countering America’s Adversaries Through Sanctions Act of 2017 , (ii) the expansion of sectoral sanctions under Directives 1, 2, 3, and 4 of Executive Order No. 13662 and 14024; and (iii) EU Regulation No. 833/2014 and 269/2014.

Hence, to ensure Eastman’s compliance with the long-term and newly US and EU imposed trade sanctions against Russia, Belarus, Luhansk and Donetsk, we kindly request that your company complete this certification.


The undersigned certifies that they will not export, re-export, resold or transferred in violation of any current export controls, trade sanctions and embargo laws and regulations, including but not limited to the above-mentioned regulations and laws.
